习近平7日晚间抵达莫斯科时，在机场发表讲话，窜改了《开罗宣言》的原文，将中华民国改成中华人民共和国。
台湾陆委会发言人梁文杰8日回应说，1943年开罗宣言、波兹坦公告等文件出现时，中华人民共和国还不存在，台湾在二战后是确实地被交给中华民国，但从来没有被交给中华人民共和国过。
他说，联大第2758号决议也没有提到台湾的归属问题，也没有赋予中华人民共和国代表台湾的权利。
