Points System: It would eliminate the sensation of a lucky finish in a chaotic race, but wouldnt points for all finished cars be the most objective, fair solution?

EDIT: WOW! Thanks for the many responses with different views and positions
There is a reason why even the FIA cant figure out a "fair" system.

-ORIGINAL POST-
Opinion:
In the current points system, one lucky chaotic rain race where your team gets 6th place can send you up to p8 of the constructors.

The 9th position in a Constructors Championship should be awarded to the team, who has had the 2nd worst season, results wise.
1 Point shouldnt be a HUGE reward, it should simply state that you finished the race.
no team would save the car at a p17 , because then you loose the points.

While I fully agnowledge the appeal of sensation and "thats sports" mindeset behind such "freak results" having a big impact on the price money, it seems not fair considering a team could theoretically reach p12 and 14 every race and still finish dead last in the constructors, while team X are always p18 and 20, havind DNFs every second race and get one lucky P5 race.

P10 would still be a good result because from p10 onward the points get way bigger.

Every finisher should get points. DNF/DSQ -> 0 Points

Suggested Points table: (didnt put much energy into it)
its not easy to make a good result valuable without decrediting lower positions.
