گفته می‌شود، غیر از ابراهیم رئیسی، امام جمعه منصوب خامنه‌ای در تبریز، حسین امیرعبداللهیان و مالک رحمتی استاندار گماشته نظام در آذربایجان شرقی، چند تن دیگر از عوامل نظام نیز سرنشین این بالگرد بوده‌اند.
