اصل ۱: حیثیت انسان و آزادی‌های فردی او مصون از تعرض است و حمایت از آن بر عهدهٔ حکومت است. ۱.۱ برای جلوگیری از هرگونه تفسیر به رأی این اصل توسط هیأت حاکمهٔ ایران، حکومت ایران مقید به تمامی مواد اعلامیۀ جهانی حقوق بشر است و مواد سی گانهٔ این اعلامیه، همانند سایر اصول قانون اساسی لازم‌الاجرا است.
