【马来西亚卫生部宣布重启新冠隔离：过去两周一地新冠病例激增20倍 】
12月19日，马来西亚卫生部发文宣布，新冠病毒检测阳性病例者，需要接受自症状出现之日起5日的居家隔离，卫生部将通过官方防疫APP，向确诊者发出为期5日的居家隔离令，确诊者需在APP中完成健康评估。此外，确诊者应避免确诊后10日内前往人员密集场所，或是与高危人群接触。（凤凰网 @ 微博）（Malaysia’s Ministry of Health @ Twitter）

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
