【外判商左手交右手 扣分制反懲罰工人】
近日我們收到熱心市民投訴，得悉「羅氏清潔服務有限公司」（下稱「羅氏」），因被扣分而5年內不能投標，但與「羅氏」關係密切的「耀發環境服務有限公司」（下稱「耀發」），卻承接「羅氏」繼續投標政府外判清潔服務。與此同時，「羅氏」在西貢區（西貢）街道潔淨服務合約，遭政府提早中止，從24個月合約縮短為22個月合約，變相令西貢區（西貢）外判街道清潔工人，喪失獲得遣散費的權利。事件反映政府外判扣分制出現嚴重漏洞，懲罰不了外判商，反而懲罰了工人。

However, analysts are positive on the stock now. “We have seen a huge downside movement in the stock due to the central electricity regulatory commission’s (CERC) order that seems to be negative from 2014-15 onwards but we cannot take a linear negative view on the stock and further downside movement on the stock is unlikely. Currently stock is underpriced. Investors can bet on it for a longer horizon," said Vivek Gupta, director research at CapitalVia Global Research.
