Велика ли разница? Ну, например в 183 раза - именно настолько больше показатель бюджетных расходов на 1 жителя в Новой Москве по сравнению со "старой". Все дело в юридической тонкости - у органов самоуправления муниципального округа существенно меньше полномочий (и размер бюджета) чем в поселениях или городских округах.
