经济第二大省江苏罕见出现人口零增长，2024年末常住人口与上年持平。尽管此前多年保持增长，但自然增长率转负及外来人口流入放缓，使江苏面临人口压力。与四川相比，江苏虽仍领先，但优势缩小。江苏需通过产业转型、降低引才门槛和优化人才政策来提升人口吸引力，尤其在新兴产业和数字经济领域加强发展，以应对人口增长乏力的挑战。南京、苏州等核心城市正加大高层次青年人才引进力度，同时解决人尽其用的问题。

The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.
