巴基斯坦正在建造本国的防防火墙，当地网民已经体验到了防火墙所造成的网速变慢，虽然政府声称网速慢是因为过度使用 VPN。巴基斯坦的科技产业只贡献了本国 GDP 的 1%，但对出口的贡献了超过 10%。它比中国的科技行业更国际化，它的支付流程、银行渠道、社交媒体以及其它日常应用都是国际性的。中国科技行业打造了国际应用的完整本地替代，但巴基斯坦的科技行业没有，它无法受益于防火墙。
