2) Can YOUR Opponents give them 1- Money 2- Food Security 3- Stable environment AND you have the ability to degrade them from doing that?
3) Can you give them a better, tangible future in terms of materialism while at the same not eroding the core tenants of their lifestyle and freedom?
4) Can "your" Gang militarily overcome your opponents, while at the same time being operationally capable in responding to any unforeseen events?

If Miles feels absolutely confident in all four, then he is free to go for it and see how it goes.
