РЖД предложили поэтапно сблизить тарифы на перевозку алюминия и глинозема в 2027-2030 годах с установлением коэффициентов 1,4 с дополнительной надбавкой 0,25 для расстояний, превышающих 1,5 тыс. км.
Предполагается, что рост тарифов позволит сократить расходы РЖД на транспортировку сырья, которое сейчас относится к первому классу (в него входят массовые грузы), и компенсируется за счет алюминия из третьего класса для высокодоходных грузов. Действующие тарифы на доставку глинозема не покрывают затраты на организацию перевозочного процесса.
Процедура предполагает донастройку тарифов по итогам первого этапа исходя из реальных объемов и структуры перевозок. В итоге грузы к 2030 году должны оказаться во втором тарифном классе.

Telegram hopes to raise $1bn with a convertible bond private placement
The super secure UAE-based Telegram messenger service, developed by Russian-born software icon Pavel Durov, is looking to raise $1bn through a bond placement to a limited number of investors from Russia, Europe, Asia and the Middle East, the Kommersant daily reported citing unnamed sources on February 18, 2021.The issue reportedly comprises exchange bonds that could be converted into equity in the messaging service that is currently 100% owned by Durov and his brother Nikolai.Kommersant reports that the price of the conversion would be at a 10% discount to a potential IPO should it happen within five years.The minimum bond placement is said to be set at $50mn, but could be lowered to $10mn. Five-year bonds could carry an annual coupon of 7-8%.

The two services rely on encryption to protect the privacy of user communication, which has made them popular with protesters seeking to conceal their identities against repressive governments in places like Belarus, Hong Kong, and Iran. But the same encryption technology has also made them a favored communication tool for criminals and terrorist groups, including al Qaeda and the Islamic State.
